Objectives of the All-in-One Program
– To ensure that students who have boycotted the military-controlled education system at three education universities (from first-year to final-year students) can complete their education and obtain a Bachelor of Education (B.Ed.) degree during the interim/revolutionary period, as well as to support their continued learning opportunities.
– To collaborate with allied teacher training institutions to provide pathways for students who have completed diploma programs at revolutionary-era education colleges and ethnic teacher training institutions to continue their studies and earn a Bachelor of Education (B.Ed.) degree.
Summary of the All-in-One Program (Round 1)
In September 2021, the Spring Normal University (SNU) reopened its final-year (5.2) program for over 300 CDM (Civil Disobedience Movement) students from the Yangon University of Education, Sagaing University of Education, and the University for the Development of National Races. These students had boycotted the military-controlled education system and aimed to complete their Bachelor of Education (B.Ed.) degrees. The program was delivered via Moodle (Learning Management System) to support their academic continuity.
By February 2022, responding to student demands, STTU introduced face-to-face (Zoom live) classes from June to August 2022. Under the All-in-One Round 1 (Semester 1), students from all academic years could study their preferred subjects. Later, as students requested specialized courses and interim certificates, the university adjusted its curriculum, credit system, and thesis requirements to align with academic standards.
In November 2022, Semester 2 (Sem 2) was launched under the All-in-One Program, culminating in 20 students graduating and receiving interim degrees at the first convocation. Subsequent semesters (Sem 3 to Sem 6) followed a 3-month study cycle with a 2-month break. By the end of Sem 5, 118 students had earned their B.Ed degrees, while 108 students were enrolled in Sem 6.
Notably, among the All-in-One graduates:
- 4 students enrolled in master’s programs at a domestic ethnic teacher training university.
- 1 student pursued a master’s degree at an international university.
All-in-One Program (Round 2) Education Framework (2025-2027 Academic Years)

- Moodle access will be granted in Week 4 once student enrollment is finalized. Students must complete all required coursework by Week 16.
- A thesis must be completed within 8 weeks. Students will form groups of 5 to 10 members and work systematically under the guidance of their assigned supervisor, starting from Week 3. *(Note: If a student completes their Education/Specialized subject thesis in one semester, they do not need to repeat it in the next semester.)*
- All students must submit a 15-minute teaching demonstration video and provide a certification letter from a recognized educational institution confirming at least 2 weeks of practicum training. Submissions can begin in Week 5 to the respective class coordinator.
Semester Duration & Academic Timeline
- One semester lasts 4 months, while the entire All-in-One Round 2 program spans 2 years.
- CDM students will resume their studies based on the semester they last completed before joining the Civil Disobedience Movement (CDM).
- For CDM students whose semesters were interrupted due to COVID-19 (with only final exams remaining), they will receive full credit for that semester and do not need to retake classes.
- For example, if a student participated in CDM during Semester 5.1, they will resume studies from Semester 5.2, and if a student participated in CDM during Semester 3.2, they will resume from Semester 4.1.
- However, to ensure no gaps in teaching skills, pedagogical knowledge, and professional competencies, students must attend revision classes from the first year to the final year in every semester.
Curriculum Guidelines
- All students must attend revision classes from the first year to the final year, corresponding to their respective semesters. Core reference syllabi will be taught in expanded detail each semester.
Provisional Graduation Timeline
- Students who complete a semester will receive pass/fail/supplementary exam results 2 months after semester-end.
- Graduation ceremonies will be held 2 months after the result announcements.
Example: CDM students completing Semester 5.2 or 4.2 in March will receive results in March, and successful candidates will receive provisional degrees in May.
Transfer Students
- Credit transfer students from partner teacher training institutions will only be admitted in Semester 1 or 2 and must complete training by Semester 5.
- Duration for transfer students: 1.5 to 2 years.
- Remaining students must join the All-in-One Round 3.

Key Features of Sem 1:
- Primary Curriculum Focus:
- The main curriculum for Sem 1 is based on 5.1 and 5.2, with each subject allocated a minimum of 4 sessions.
- Revision of Other Semester Curricula:
- Supplementary revision classes will be conducted for the remaining semester curricula.
- The revision content will vary slightly each time (not mere repetition) to ensure progressive learning.
Degree Recognition & Further Studies
- Graduates can pursue master’s degrees at:
- Local universities (excluding military-affiliated and military profit-driven private institutions)
- International universities (if they meet admission criteria)
- The program ensures academic credibility through Spring Normal University’s accredited curriculum.
